"We offer our condolences to the government and people of Finland and the bereaved, and believe that the terrorists will be properly punished," said Foreign Ministry Spokeswoman Le Thi Thu Hang.
No Vietnamese citizens were victims of the deadly attack, the spokeswoman cited the Vietnamese Embassy in Finland as saying.
The Foreign Ministry has ordered the embassy to continue keeping a close watch on relevant developments and ready emergency support in case there are Vietnamese facing difficulties, Hang said.
