MPS discusses Project to Calculate 2021 PAR Indexes of Public Security Forces
The Ministry of Public Security (MPS) held a meeting on October 20 in Hanoi to discuss the implementation of the project "To Calculate 2021 Public Administrative Reform (PAR) Indexes of the Public Security Forces".
Deputy Minister of Public Security, Major General Le Quoc Hung chaired the meeting. The event was attended by leaders of the Department of Legal Affairs and Administrative, Judicial Reforms and the MPS Office.
On May 7, 2019, the Minister of Public Security signed a decision approving the Project "To Calculate the PAR Indexes of the Public Security Forces".
The project aims to annually review and assess the administrative reforms of under-ministerial agencies as well as provincial-level police departments. Particularly, the MPS will annually ranks and announces the PAR Indexes of its sub-units in order to draw lessons for the following years.
The project includes three 100-point scoring systems. Of them, System 1 is used to calculate the administrative reform status of under-ministerial public security agencies that are responsible for handling public administrative procedures, while System 2 is to access administrative reforms of under-ministerial agencies that do not directly handle administrative procedures, and System 3 measures administrative reforms of police departments of provinces and municipalities.
At the meeting, delegates discussed limitations as well as proposed to adjust some points in the PAR index scoring systems and some criteria to properly reflect the reality.
Speaking at the meeting, Deputy Minister Le Quoc Hung asked the Department of Legal Affairs and Administrative, Judicial Reforms in coordination with other under-ministerial agencies and provincial-level police departments to quickly prepare for a conference to announce the 2021 PAR Indexes of the Public Security Forces.
